Creating a clean heat plan for stakeholders and households

An introduction to the two different ways of communicating to stakeholders and households

ALPHA

Overview

Aim: Bring together currently disparate knowledge and insight into a cohesive document to act as an evidence base for decision-making, with tailored messaging for professional stakeholders and households.

Why this is important: The local heat plan should combine insight from the supply chain, local authority and local area to set a compelling vision of decarbonised heat for the area. Crucially, it should also set an ambition for delivery and give insight into how to engage with the plan to deliver.

The two clean heat plans

The mapping and grouping of properties by technology type forms the basis of the clean heat plan.

During our work with Plymouth City Council we have developed two templates. We suggest starting with the stakeholder plan and considering the household plan after stakeholder input has been sought and reflected in the stakeholder plan, and when there are tangible steps for households to take.

For professional stakeholders

The aim of this document is an invitation to the supply chain, local stakeholders and skills providers to engage with the local authority as an active partner. Bringing together data to surface opportunities and setting the ambition for the area covered in the plan.

Build a stakeholder plan

For households

The household-facing plan sets out why the transition to low-carbon heat is required. Specifically, how it might affect their home and give information about the most suitable technology group for their property. It could also be a place to register interest in future low-carbon heat schemes, or direct to preferred suppliers.
