This section explains how we think a digital household-facing local clean heat plan should be structured and what it should communicate. If you are looking to communicate an area-based clean heating transition to residents, we recommend structuring the digital service as a short sequence of navigable pages.

The online service should move households from shared explanation and context to personalised information, providing clarity about what the identified option involves and what engagement and next steps could look like. Rather than presenting all information at once, the structure should break content into manageable steps.

These service recommendations are driven by understanding the mix of technologies across an area. In order to give the most relevant information to households, a plan for the local area, including clustering properties by technology types, should be completed. These principles can be used without creating a whole area plan where there is confidence in the technological approach.
